The Department of Commerce (Department) is conducting an administrative review of the antidumping duty order on Certain Softwood Lumber Products from Canada for the period May 22, 2002, to April 30, 2003. The Department preliminarily determines that sales of subject merchandise by Abitibi-Consolidated Company of Canada, Buchanan Lumber Sales Inc., Canfor Corporation, Slocan Forest Products Ltd., Tembec Inc., Tolko Industries Ltd., West Fraser Mills Ltd., and Weyerhaeuser Company, have been made below normal value. In addition, based on the preliminary results for these respondents selected for individual review, the Department has preliminarily determined a weighted-average margin for those companies that requested, but were not selected for, individual review. If these preliminary results are adopted in the Department's final results, it will instruct U.S. Customs and Border Protection to assess antidumping duties on appropriate entries based on the difference between the export price and constructed export price, and the normal value. Interested parties are invited to comment on these preliminary results.

On June 2, 2003, the Department published the preliminary results of the new shipper review of the antidumping duty order on honey from the People's Republic of China. The review covers one producer/exporter, Wuhan Bee Healthy Co., Ltd., and exports of the subject merchandise to the United States during the period December 1, 2001, through May 31, 2002. Based on our analysis of the record, including factual information obtained since the preliminary results, we have made changes to Wuhan's margin calculations to adjust the Indian surrogate values used to value the raw honey input, and to adjust our calculation of the financial ratios and their application in our normal value calculation. We also adjusted the cost of manufacture to offset for Wuhan's by-product revenues. Therefore, the final results differ from the preliminary results.

On September 25, 2002, the Department published a correction to the initiation. On March 27, 2003 the Department partially extended the preliminary results. On June 6, 2003, the Department further extended the preliminary results. On June 27, 2003, the Department published the preliminary results for this review. In this notice of preliminary results, the Department stated its intention to issue the final results of this review no later than 120 days after publication of the preliminary results. The final results are currently due on October 27, 2003. The Department determines that it is not practicable to complete the final results of this review within the original time limit for the reasons stated in our memorandum from Gary Taverman, Director, Office 5, to Holly Kuga, Acting Deputy Assistant Secretary for AD/CVD Enforcement II, which is on file in the Central Records Unit, Room B-099 of the main Commerce building. Therefore, the Department is extending the time limit for completion of the final results until no later than November 10, 2003. This extension is in accordance with section 751(a)(3)(A) of the Act.

On September 15, 2003, the United States Court of International Trade affirmed the Department of Commerce's redetermination on remand of the final results of the fifth administrative review of the antidumping duty order on canned pineapple fruit from Thailand. The Department of Commerce notified the public that Maui Pineapple and the Court of International Trade's earlier opinion in this case were "not in harmony" with the Department of Commerce's original results. On June 2, 2003, the Department published the preliminary results of the new shipper review of the antidumping duty order on honey from the People's Republic of China. The review covers one producer/exporter, Wuhan Bee Healthy Co., Ltd., and exports of the subject merchandise to the United States during the period December 1, 2001, through May 31, 2002. Based on our analysis of the record, including factual information obtained since the preliminary results, we have made changes to Wuhan's margin calculations to adjust the Indian surrogate values used to value the raw honey input, and to adjust our calculation of the financial ratios and their application in our normal value calculation. We also adjusted the cost of manufacture to offset for Wuhan's by-product revenues. Therefore, the final results differ from the preliminary results.

On August 27, 2002, the Department of Commerce published a notice of initiation of administrative review of the antidumping duty order on canned pineapple fruit from Thailand, covering the period July 1, 2001, through June 30, 2002. On September 25, 2002, the Department published a correction to the initiation. On March 27, 2003 the Department partially extended the preliminary results. On June 6, 2003, the Department further extended the preliminary results. On June 27, 2003, the Department published the preliminary results for this review. In this notice of preliminary results, the Department stated its intention to issue the final results of this review no later than 120 days after publication of the preliminary results. The final results are currently due on October 27, 2003. The Department determines that it is not practicable to complete the final results of this review within the original time limit for the reasons stated in our memorandum from Gary Taverman, Director, Office 5, to Holly Kuga, Acting Deputy Assistant Secretary for AD/CVD Enforcement II, which is on file in the Central Records Unit, Room B-099 of the main Commerce building. Therefore, the Department is extending the time limit for completion of the final results until no later than November 10, 2003. This extension is in accordance with section 751(a)(3)(A) of the Act.
